City of Glen Eira rules for off leash parks:

• Dogs must also be under effective voice control at all times and kept on a leash that does not exceed 1.5 metres in length.
  
• Dogs must not be off leash when within 50 metres of barbeques and picnic areas, children's playgrounds, the Duncan Mackinnon athletics track and netball facilities, Packer Park velodrome, sporting events, sportsground preparation and organised public meetings.
