City of Manningham rules for off leash parks:
  • Dogs are permitted off-lead in designated areas providing the dog is kept under effective control at all times.
  • Dogs must be on-lead within 15 metres of: permanent barbecue facilities, children's play equipment, organised sporting events, approved functions or public meetings.

Parks Victoria:
Banksia Park: dogs allowed on leash, off leash inside the dog enclosure
Birrarrung Park: dogs allowed on leash
Westerfolds Park: dogs allowed on leash
All other Parks Victoria parks along the Yarra: dogs not allowed.

Enjoying the Yarra together.
Stroll along the Yarra for miles with your best friend, stopping off at one of the dog-friendly cafes - The Bakery and The Warrandyte Cafe - for a pleasant break on a sunny autumn day. This reserve is surely one of the best places in Melbourne to enjoy life with your dog.

Banksia Park, Bulleen

I can't believe it's fenced!
A large, safe, fenced, bushy off leash enclosure? On Parks Victoria land? It sounds too good to be true, but it does exist, in Banksia Park in Bulleen. This is a pleasant alternative to fenced sports ovals if you are after a safe exercise area for your dog. It even has a double gate to stop potential escapees. The only drawback is that there are no bins to dispose of the poo. 
For some more exercise, why not go for a (on leash) walk along one of the several walking tracks through Banksia Park? 
To access this off leash park, turn right at the roundabout after entering Banksia Park.
